憲法９条こそ核廃絶への確かな道〜偉大なる世界遺産

反核平和は健康の基本であり、私たちの医療機関の綱領でもあります。
「戦争放棄」、「軍隊を持たない」、「国の交戦権は認めない」というわが国の憲法９条の精神は、核廃絶に直接結びつくもの、と私は強い確信を持っています。
それは、世界史上に類を見ない徹底した積極的非暴力平和主義なのです。
憲法９条は、第２次世界大戦で、旧日本軍の侵略戦争のもと亡くなったアジア二千万人の方々と広島、長崎市民の犠牲のもとに二度と過ちを繰り返さないと言う強い反省から作成されました。
ところが、日本政府は、アメリカ政府の圧力のもとで、この９条を変えてわが国をアメリカとともに海外で戦争をできる国にしようとしています。またその欲望をもつ勢力は依然としてあらゆる戦略を用いて我々に闘いを挑んできています。
そして、決して見逃せないことは、９条を変えようとする勢力は、核兵器保持に固執する勢力と合致していることなのです。
このような動きのなか、今、わが国では、都市、町、また、職場単位で「９条の会」が次々と誕生し、９条を守る活動が草の根の運動として繰り広げられつつあります。若い世代にも着実に９条の思想は広がっているのです。現在日本では、９条を守るべき、と言う世論が多数派なのです。
しかし、国内事情をみる限りまだまだ油断はできません。
９条を守るためには、国際的に多方面からの持続的な働きかけが必要なのです。
国際的脅威であるテロを撲滅するために、核武装や軍備増強をしても何の役にも立ちません。かえって危険と貧困を拡大するだけです。テロ撲滅に最も確実で有効な手段は「９条」を各国に広めて行くことなのです。
医師という立場で活躍されている皆さまのご協力は取り分け重要です。
各国の人々に、「９条」を理解し広めてもらうことは、我々が国内で９条の活動をしてゆく上でも大きな励みになるのです。
核戦争、地球温暖化という人類の危機を考えましても、今世紀前半の早いうちに「９条」が国際社会でのスタンダードになるしか我々に生き残る道はないでしょう。心から、９条へのご理解、ご協力をお願いいたします。

Article 9 -- World Heritage to Eliminate Nuclear Weapons

“Anti-Nuclear Weapons and for peace” is the premise of our health, from which the program of our medical institution starts.
Article 9 of the Japanese Constitution declares renunciation of war, non-maintenance of war potentials, and denial of the right of belligerency. I am convinced that this principle is directly connected with the task of eliminating nuclear weapons. That is thoroughgoing active nonviolent pacifism without parallel in world history.
Article 9 of the Constitution is based on sincere remorse for former Japanese Army’s war of aggression in which 20 million Asian peoples as well as citizens of Hiroshima and Nagasaki were killed. Article 9 is Japan’s manifestation expressing firm determination to not repeat the same tragedy.
But the Japanese government, under strong pressure from the U.S. government, aims to revise this article so that Japan may engage in a war abroad with the United States. We are faced with their challenges from those forces which are using all possible strategies to change the constitution.
What we cannot overlook is that those forces that seek constitutional revision are the same forces that seek to possess nuclear weapons.
Countering such moves, “Article 9 Associations” are now being organized one after another at grass-roots in cities, towns, communities, and workplaces in order to defend Article 9 of the Constitution. This movement is steadily developed also among young generation. “Defense of Article 9” is the majority voice of the public in Japan now.
However, judging from Japan’s domestic situation, we must be very alert yet.
In order to defend Article 9, it is necessary to continuously appeal to the world in various ways.
To eradicate international threat of terrorism, it is totally useless to arm with nuclear weapons or seek military buildup. It only helps increase danger and poverty. The most definitive and effective way to eradicate terrorism is to spread “Article 9” around the world.
Especially we need your cooperation, as medical doctors, in this end.
Propagating the significance of Article 9 to peoples all over the world is the best encouragement to our activities in Japan to defend “Article 9.”
Taking into account the crisis facing mankind, including a nuclear war and global warming, “Article 9” should become global standards at the earliest possible time of this century. This is the only way for us to survive. I wholeheartedly ask for your cooperation and understanding of Article 9.
Let us spread Article 9 or “kyujo” all over the world!
