２０１０年のNPT再検討会議へ向けて核廃絶のうねりを

２０１０年には次のＮＰＴ再検討会議が開催される。すでにそのための国際的な準備委員会もはじまっている。２００８年はアメリカ、ロシア、イギリス、フランス、中国の５つの核保有国が「核兵器の完全廃絶」を約束してから８年目にもあたっている。国際連合でも、２００７年末の第６２回総会で「新アジェンダ連合」が提出した「核兵器廃絶の約束実行を求める」決議案が１５６対５、交渉開始求める提案は、１２１対２５の圧倒的大差で可決された。また、本年１月１５日は、アメリカの元高官４氏が昨年に続いて「核兵器のない世界に向けて」と呼びかけ、世界各国の元高官にも賛同の輪が広がっている。
このように、世界の流れは大きくは核兵器全面禁止・廃絶へと動いている。ＩＰＰＮＷとしては、この流れをさらに大きくし、２０１０年のＮＰＴ再検討会議では、核保有国に実効ある「核兵器の完全廃絶」の道を示させ、世界から核兵器を廃絶させることが最大の課題となる。ＩＰＰＮＷは、ＩＣＡＮキャンペーンを推奨推進している。各国でこのキャンペーンを発展させ、２０１０年のＮＰＴ再検討会議へ向けた大きな動きを作り出して行こう。
核兵器を廃絶し、世界平和を実現することは、地球温暖化や地域紛争などなど、われわれ地球人に早急な解決を求められている課題を解決する第１歩となる。日本では、すみやかな核兵器の廃絶を求める署名運度と、日本政府に「非核日本宣言」を求める運動が進められている。われわれ反核医師の会も、国民の健康を守る医師としての立場から、この運動に積極的に参加していきたいと考えている。

Let's Develop Huge Wave of Movement to Eliminate Nuclear Weapons for 2010 NPT Review Conference

The next NPT Review Conference will take place in 2010. The international preparatory committee for the Review Conference has already begun its work. The year 2008 marks the 8th anniversary of the promise made by five nuclear states; the United States, Russia, Britain, France, and China, to totally abolish their nuclear arsenal. At the 62nd General Assembly of the United Nations, the New Agenda Coalition introduced a resolution calling on nuclear weapons states to implement their nuclear disarmament commitments. The resolution was adopted by 156 votes to 5. The UNGA also adopted a resolution calling for negotiations to eliminate nuclear weapons by 127 votes to 27. In addition, four former senior U.S. government officials on January 15 this year, following their last year’s appeal, again issued an appeal entitled "Toward a Nuclear-Free World." Their call is gaining supports from other ex-senior officials worldwide.
Thus, the move for the elimination of nuclear weapons and total ban on them has become a world trend. The IPPNW is requested to do its utmost effort to increase this move and urge nuclear states in the 2010 NPT Review Conference to show us effective steps to completely abolish their nuclear weapons in order to remove all nuclear weapons from the world. That is our biggest challenge. To this end, The IPPNW is now promoting the International Campaign to Abolish Nuclear Weapons (ICAN). Let us further increase the campaign in each country and make a big wave towards the 2010 NPT Review Conference!
To abolish nuclear weapons and to establish a peaceful world is the first step for us, the people on this planet, to solve without delay such problems as global warming and regional conflicts.
In Japan, various actions are already underway such as the signature collection drive calling for swift abolition of nuclear weapons and the movement pressing the government to declare itself as a nuclear-free state. We, medical doctors against nuclear weapons, will proactively take part in these movements from a doctors’ viewpoint in protecting public health.
